Details
Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan Yojana (PM-KUSUM) is a flagship scheme of the Ministry of New & Renewable Energy, Government of India with an objective to increase the income of farmers and provide easy access to irrigation of farmer’s fields by de-dieselisation of the pumping systems in the agricultural sector.
The Ministry of New & Renewable Energy, Government of India has allotted 4000 nos. of Component B Standalone Solar Agriculture Pumps to Assam Energy Development Agency (AEDA) for implementation.
Targeted Beneficiary
Individual farmer/Group of Farmers/Water User association having around 2.00 hectare or 15 Bigha of contiguous cultivable agricultural land with an existing working boring for assured irrigation will be supported to install standalone solar agriculture pumps for replacement of existing diesel agriculture pumps / irrigation systems in off-grid areas, where grid supply is not available.

Benefits
Eligibilty Criteria
a) Individual farmer/Group of Farmers/Water User association having around 2.00 hectare of contiguous cultivable agricultural land with an existing working boring for assured irrigation will be supported to install standalone solar agriculture pumps for replacement of existing diesel agriculture pumps / irrigation systems in off-grid areas, where grid supply is not available..
b) For the State of Assam, MNRE, GoI, sanctioned 4000 units of stand-alone solar agriculture pumps under Component-B of PM-KUSUM.
c) Water User Associations and community/cluster based irrigation system will also be covered under this component However; priority would be given to small and marginal farmers, farmers using Micro irrigation systems or covered under Micro irrigation schemes or who opt for micro irrigation system.
d) In case of group of farmers an agreement to be executed between members as per format enclosed in Annexure-1 for equitable distribution of the water and admissible subsidy shall be in the name of leader of the group. This agreement required to be submitted along with the application.
e) Farmers should have an existing STW to avail the benefit of the scheme.
f) Solar Pumps shall be allocated to the eligible farmers on first come first serve basis. Preference shall be given to the farmers having Micro (Drip/Sprinkler) irrigation systems.
g) Under this Component, individual farmers will be supported to install standalone solar pumps replacing existing diesel pumps or installation of new standalone solar pumps would be allowed under the scheme in off-grid areas.
h) The beneficiaries, who have already been covered under the scheme during the past seven years, shall not be eligible to get another solar water pumping systems irrespective of its capacity/location.

Ans: Conventional Water pumps such as diesel or propane-based create noise and air pollution, while solar water pumps are environmentally friendly because they do not require any fuel to operate. Since these solar water pumps are powered by a conventional source of energy, they do not release any harmful substances that can cause serious issues such as global warming.
